I was thinking to upgrade my old 3060ti to a 4070 ti super or similar. But is there any point in upgrading at the moment when the 5000 series is coming down the line? The 5060 can't be worse value than the 4060...

The 5060 won't be available until next summer, so maybe think again.
The day the 5000 series are announced, you can expect 1 or 2 months before availability of the first model (5080 or 5090), then easily 6 months before availability of the 5060.
